Andrea Jackson, MD

Spotsylvania Regional Medical Center OBGYNDr. Andrea Jackson has been practicing obstetrics and gynecology since 1988. Although you wouldn’t know it to look at her, she has delivered babies, performed surgeries, and treated women of three generations now. Dr. Jackson is a graduate of Tufts University and Duke University School of Medicine, and received training in OB/GYN at The George Washington University Medical Center.

Dr. Jackson is a Fellow of the American College of Obstetrics and Gynecology, member and former delegate to the National Medical Association, and member of Alpha Kappa Alpha Sorority. Dr. Jackson has written about and specialized in the treatment of uterine fibroids, endometriosis, and incorporates minimally invasive surgical techniques. Other areas of her expertise include the transition to menopause and the changes it brings in mood, libido, anxiety, sleep and weight changes; in addition to pregnancy at later ages.

Dr. Jackson's areas of special interest include alternative and complementary medicine, and the role that nutrition, stress and spirituality play in health and disease. Her belief is that knowledge is power for women in maintaining their health and the health of their families. Dr. Jackson always encourages questions, and is quick to acknowledge that modern medicine does not always have all of the answers. She is a working mom of four children, ages 9 to 22. When not working, you will see her out and about at school functions, little league games, or whatever the current activities may be.

Francis Moffitt, MD

Dr. Francis Moffitt OBGYNDr. Francis Moffitt graduated from the University of Notre Dame in 1981 with a Bachelor of Science in Microbiology. He attended medical school at the University of Medicine and Dentistry in New Jersey, graduating in 1985 and completed his residency at St. Joseph’s Hospital in 1989.

Practicing for 22 years, Dr. Moffitt is Board Certified in OB/GYN and a fellow member of the American College of OBGYN. His areas of special interest are in menopause, bone health, and obstetrics. He focuses on conservative treatment approaches for heavy menstrual bleeding. Dr. Moffitt has been married for 22 years and has two children in college. Dr. Moffitt is an avid sports enthusiast and enjoys football, baseball, and golf. You may run in to Dr. Moffitt at your local book store since he is an avid reader and music devotee.

Rachel McCarter, MD

Dr. Rachel McCarter OBGYNDr. Rachel McCarter has been practicing obstetrics and gynecology for 10 years. She originally called eastern North Carolina home and she practiced there for 10 years where she had the pleasure of caring for the people she grew up around. She was an active member of her church and many civic organizations. Most recently she served her local hospital as the Chief of Obstetrics and Gynecology for three years and the Chief of Staff for the last year at her local hospital.

She received her undergraduate training at East Carolina University where she obtained a BS in Biology and graduated Magna Cum Laude and was member of the Alpha Epilson Delta Society and was marshall for two years. She received her medical training at East Carolina Brody School of Medicine where she was a Brody Scholar for four years. She then attended Cabell Huntington Hospital for an obstetrics and gynecology residency where she was named “Most Outstanding Resident” during the course of her training.

Dr. McCarter has enjoyed practicing many aspects of obstetrics and gynecology. In her previous practice, she did normal and high risk obstetrics, taking a particular interest in diabetes and pregnancy. She also is proficient in many different vaginal repair procedures and in vaginal surgery as well as minimally invasive procedures. However, her particular area of interest is in Metabolic syndrome and Polycystic syndrome and the far-reaching effects these disease states can have on a women’s health. This is a rapidly growing field of research and obgyns are in the position to make a positive impact in the health of women who have these disorders.

Dr. McCarter is married and is the mother of four children, ages 8-14. Since they are all boys, she spends quite a bit of time at a variety of sporting events. Her husband is in the physical therapy field and is excited to be beginning a new career in Fredericksburg. Dr. McCarter and her family are looking forward to starting a new life in the Fredericksburg area and to establish new friendships and ties to the community.

Allyson Hilliard, MD

Dr. Francis Moffitt OBGYNDr. Hilliard was born, raised, educated and trained all in the great Commonwealth of Virginia. She grew up in the Fredericksburg area and graduated with honors from James Monroe High School. She attended college at The University of Virginia where she received a Bachelor of Arts in Biology. Her childhood dream of becoming a physician lead her to Eastern Virginia Medical School (EVMS), where she received her medical degree. She stayed and completed her residency in Obstetrics and Gynecology.

Dr. Hilliard is extremely excited to return home and practice. She is known for her bubbly personality and candor, as well as her dedication to nurturing the doctor-patient relationship; treating each of her patients like family. Her interests in medicine include treatment of dysfunctional uterine bleeding, general infertility and minimally invasive surgery.

Candi O'Rourke, WHNP-BC

A native of Columbia, South Carolina, Candi began her nursing career after receiving an Associates Degree in Nursing from Midlands Technical College in 2002. She spent the majority of her career working as a Neonatal Intensive Care Nurse in a number of states. Candi attended Virginia Commonwealth University receiving her Bachelor of Science in Nursing in 2008 and her Masters of Science in 2009. She is a board certified Women’s Health Nurse Practitioner. Candi is also a member of Sigma Theta Tau, the international Honor Society of Nursing. She is also a member of the National Association of Nurse Practitioners in Women’s Health as well as the Virginia Council of Nurse Practitioners. Candi holds both a license to practice as Registered Nurse and a Nurse Practitioner in Virginia.

Candi’s areas of interest in medicine include female sexual dysfunction, adolescent gynecology, and family planning. As a Nurse Practitioner she is dedicated to treating the whole patient and understanding their needs as individuals. She listens attentively and loves to answer questions to ensure her patients are well educated about their bodies.

Candi is married to a retired Army Officer. She has three dogs who she loves very much. In her spare time, Candi is an avid reader, baker and traveler.
